| English Abstract | 最近我一直在思考一个问题,为什么我国的软件企业规模很难成长起来;而像微软、IBM这样的公司,却能够发展成巨型的企业。 应该说,没有一个国家对软件产业的政策比18号文件更加优惠。但是,为什么这么优惠的条件,软件产业却没有像想象的那样发生天翻地覆的变化呢?我觉得,我国软件产业发展的瓶颈就是没有形成完善的价值链。 |
